The position of Associate Director of Research Procurement is responsible for all Procurement activities in support of the Regulatory Affairs area of Merck Research Laboratories (MRL). The Associate Director will be responsible for management of a sourcing category and will be expected to establish and lead cross-functional teams of stakeholders through Global Procurement's Sourcing Management Process as a structured process to establish sourcing strategies in the Regulatory Affairs area and deliver breakthrough results. The Associate Sourcing Director will be responsible for managing categories with a high degree of complexity.

The job responsibilities are as follows:

- Category Scope– Direct responsibility for a portfolio of categories and supplier relationships within the Regulatory Affairs area which are complex and difficult to manage.
- Sourcing Management – To adopt, lead and implement Sourcing Management as a structured process including gaining sponsorship and creating and leading cross-functional teams.
- Strategy Creation– Create breakthrough strategies which both deliver quick wins and genuine innovative breakthroughs. Develop innovative solutions that best utilizes the capabilities of the external supplier network.
- Sourcing – Once approval is received for sourcing strategies, to oversee or personally lead the sourcing including RFX, RFP, negotiations and contracting to put in place the right suppliers.
- Strategy Implementation– To oversee or personally and proactively manage all aspects of implementation including entry and exit of suppliers and the ensuing complex change management issues.
- Continuous Improvement – To ensure that every supplier relationship is set up for future continuous improvement and to lead and manage the measurement and review process that ensures delivery of on-going improvement.
- Stakeholder Management– To work in a way that positively engages the support of stakeholders using problem solving and proactive communication skills. To execute an Entity Management Program that helps build a Sourcing Management Pipeline, ensures alignment with key stakeholders, and ensures compliance with existing sourcing strategies.
- Business Requirements– To have a keen insight and understanding of business requirements on a 1-3-5 year horizon.
- Results and Performance– The incumbents will be high quality achievers who get the right things done … in the right way.
- Role Models– The incumbents will be expected to act as exemplars and role models, and deliver role model examples of good practice which can be shared and adopted throughout Merck.
- Project and Change Management – The complexity of categories and projects require high quality project and program management skills and a proven ability to manage change both internal and external through to successful completion.

Qualifications

Required Education:

- Bachelor's Degree required. MBA highly preferred

Required Experience:

- 7 years line procurement experience, or 7 years of Regulatory Affairs experience (or a combination of the two) required for this opportunity. Coaching and Influencing: It is likely that the incumbents will be experienced facilitators, influencers, coaches or educators.
- Strategic Analysis: The incumbents will possess high quality skills of strategic analysis and structured strategic thinking.
