Job Description:
This position provides critical administrator support to the Division of Bioinformatics and Personalized Medicine by providing sound fiscal management of funds from all sources; by closely monitoring budgets, human and capital resources; and by managing the day-to-day operations of the work unit.
This position is responsible for the fiscal management of several funding sources, including but not limited to grants, gifts, clinical revenue and other funding sources. The ability to prioritize a high volume of work to achieve a high level of productivity and accuracy is required.

Duties and Responsibilities
Financial
• Monitor and reconcile financial reports using proficient knowledge in University, State, University Physicians, Incorporated ( UPI ), University of Colorado Hospital ( UCH ), University of Colorado Foundation ( CUF ), and various grantor’s rules and regulations.
•Oversee and ensure provision of monthly reports to division head and faculty of their funding sources whether utilizing existing reporting systems or creating hybrids.
•Authorize expenditures using proficient knowledge of University, State, UPI , UCH , CUF , and various grantor’s rules and regulations.
• Remains current on all university and UPI fiscal policies and acts to ensure compliance by division members and principal investigators.
• Monitor clinical productivity of providers, programs using UPI reports, and work with division head and programs to sustain successful operations.
Research
• Facilitate and monitor grant generation, reporting and monitoring for the division.
• Oversee creation of grant application budgets with principal investigators; oversees the division team preparation of grant applications and ensures all university and grantor guidelines for submission are met.
Clinical
• Assess clinical productivity using RVU from UPI reports and national benchmarks then reviewing with physicians and division head on a regular basis. Uses this data in consultation with the division head to calculate and distribute incentives.
Administrative
• Authorize requests for access to all areas occupied by the division including administration, clinical operations and research.
• Recruit, hire, instruct, retain, manage, and provide performance reviews for all divisional administrative staff and other clerical support staff in accordance with all applicable human resources rules and regulations to accomplish the goals and mission of the division.
• Communicate closely, as needed, with faculty and staff of the division, university finance, other schools, departments and divisions; external entities, affiliates, etc., regarding operations of the division.
•Represent the division and the division head to accomplish the goals and mission of the university, school, department and division.
• Serves as needed or requested on school, department and/or divisional initiatives, projects, committees, etc.
• Work closely with UPI and the human resources department of the university to ensure all applicable university, state and federal rules and regulations are followed for recruitment of faculty, fellows, and research staff.
• Ensure the daily operation of the division, including but not limited to: health and safety, telecommunications, information technology, purchasing and accounting, parking and transportation, central environmental services and campus police/security.
• Access clinical productivity using relative value units from UPI reports and review with physicians and division head on a regular basis – use data to formulate incentives with division head.
• Review and approve leave use and reporting for faculty, staff and administrative team.
• Oversee compliance processes for faculty and staff to ensure requirements are met per university and UPI policies and procedures.
• Act as a positive role model for division support team, and provide or assure systems are in place to support the faculty and the division as a whole.
• Other duties as assigned.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in accounting, business administration, health care management or closely related field
*A master’s degree in accounting, business administration, health care management, or a closely related field may be substituted for the required bachelor’s degree and two years of experience.
Four (4) years of professional experience in financial administration/management in a university or healthcare setting.

*Outstanding organizational skills are necessary to manage many competing timetables and responsibilities. Ability to delegate and effectively supervise and plan for the timely and successful completion of short- and long- term objectives.
*High degree of analytic ability to manage the financial and human resources aspects of the position. Skilled at using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
*Skilled at identifying complex problems, reviewing related information and considering the relative costs and benefits of potential actions to develop and evaluate options and implement solutions.
*Interpersonal skills needed to motivate others, handle sensitive issues, supervise a diverse staff, and work with many university- and hospital-wide department heads, administrators and physicians in a positive and collegial fashion.
*Ability to interpret and explain complex rules, regulations, policies, procedures, and guidelines.
*Experience that demonstrates strong interpersonal and customer service skills with the ability to establish rapport with persons of diverse backgrounds which also includes experience working with students, staff, and faculty, within a higher education and/or academic medical environment.
Desired Qualifications
*Prior experience with the University’s PeopleSoft finance and human resources management system is highly desirable.
*Prior grant management experience which included managing clinical and/or grant revenue is highly desirable.
*Experience managing staff which must have included recruitment, hiring, terminations, performance evaluations, etc.
*Experience forecasting, monitoring, and reconciling budgets, financial reports, data and information.
