Job Description:
As the Global Head of Communication Surveillance Research and Development Manager, you will be responsible for guiding our technology research and development teams (30+ people) that are developing and maintaining the communication surveillance technical products within Citi. This extends from implementing new capabilities to maintaining products features to developing clear methodology on how to detect risk within communications to developing a true agile/test driven development team to guiding researchers that are working the next generation (NLP, Machine Learning and Search). You will build and deliver products from existing ideas, and help to develop new ideas based on your analytics skills, industry experience and your interaction with our product managers. You must possess a unique blend of business, analytics and technical savvy; a big-picture vision, and the drive to make that vision a reality.

You are solution-oriented doer with a strong background in ensuring that your team is delivering with the highest quality and best in class innovation.

Key Responsibilities:

-Establish and maintenance of an agile team of 30+ developers, architects and data scientists.

-Managing the entire product life cycle from strategic planning to tactical activities.

-Manage the architecture of our technology platforms.

-Key decision maker for selection of vendor technology.

-Establish a continues test/integration/deployment methodology.

-Work with product managers and DevOps counterpart to define product release requirements.

-Guide the research and development of next generation of communication surveillance.

-Hiring and retaining the best of the best.

-Ensure that assigned project deliverables are delivered within quality, on-time and on-cost.

-Overall responsibility for the technical delivery of projects.

-Set and effectively communicate project expectation.

-Provide hands-on support to project team where necessary.

-Recognize areas for improvement, set a plan and execute.

This position requires travel to sites in North America, Europe and Asia (up-to 15%)

Minimum Qualifications:

-BSc degree in Computer Science, Engineering, Bioinformatics, Mathematics or related.

-5 years relevant experience including managing software development teams.

-Experience in establishing agile development teams with continues test/integration/deployment methodology.

-Experience in enterprise business intelligent architecture.

-Ability to draw conclusions from data and recommend actions.

-Prior background or experience of hands-on coding and code review capabilities.

-Demonstrated willingness to both teach others and learn new techniques.

-Demonstrated leadership and self-direction.

-Flexible and able to adapt within a fast-paced, rapidly changing environment while delivering with tight deadlines.

-Experience in enterprise business analytics, compliance or financial software product management or business analyst.

-Experience working with international virtual cross-functional / matrix teams is highly desirable.

-High client focus, high level of internal motivation, and the desire to work hard.

-Strong focus on high quality documents and artefacts, with the expectation that they will be audited.

Preferred Qualifications

-Masters or PhD in Statistics, Computer Science, Bioinformatics, Mathematics or Physics.

-10 years of relevant work experience.

-Experience in taking a business idea, through product develop, to successful launch and implementation.

-Candidates who have successfully led technical teams in smaller start-up organisations, and who can apply their experience to a global organisation.

-Experience with NLP, machine learning and/or search technologies.

-Strong knowledge of unstructured data e.g. voice or text.
