Job Description:
The National Cancer Institute Center for Biomedical Informatics and Information Technology (NCI CBIIT) is the informatics and biomedical informatics support branch for the NCI. In support of the NCI Data Commons framework, this position will provide the technical expertise to systems architecture and software development for the Data Commons Framework and other CBIIT supported bioinformatics systems.

KEY ROLES/RESPONSIBILITIES: (Solutions Architect)- THIS POSITION IS CONTINGENT UPON FUNDING APPROVAL

The Solutions Architect Manager is responsible for advising project developers and leadership on emergent technologies and their use in the development of software and systems in support of CBIIT Informatics needs. This position will be responsible for working with the CBIIT Operations architects and engineers on overall architectural approaches, performing detailed design, and leading implementation activities. He/She will be responsible for performing informatics related requirements analysis, proposing technology, and will also serve as project technical lead for specific complex IT projects, and as needed will direct software development staff in the implementation of new technologies. The Solutions Architect Manager also serves as a subject matter expert to the PMO.

Responsibilities:

  • Lead technology research and implementation
  • Be aware of new and upcoming cloud based technologies for development, deployment and hosting
  • Contribute to overall architectural planning and define requirements of computing system architecture
  • Produce detailed architectural design and technology solutions
  • Produce detailed design and implementation documentation
  • Manage technology implementation for specific projects
  • Stay on top of existing and new technology; watch marketplace for news and trends on new IT development technology
  • Front-run and research new solutions for program requirements
  • Interacts with validation team for testing strategy as well as with the development team and PMO
  • Serves as the Information Technology SME in support of CBIIT
  • Manage a team of IT developer throughout a software development life cycle
Qualifications:

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Master’s degree in Computer Science, Information Systems, Bioinformatics or equivalent from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years related experience in lieu of degree
  • Foreign degrees must be evaluated for U.S. equivalency
  • In addition to educational requirements, a minimum of 6 years of relevant experience in the software architecture including 2 years of experience managing highly technical IT staff such as developers, QA, software architects. design in biomedical informatics.
  • Must be able to obtain and maintain a security clearance
Other required skills include:
  • Excellent written and oral communication
  • Experience working in a government/academic environment
Database:
  • Knowledge of database technologies such as Relational, NoSQL and Triple-store databases.
  • Experience using software architecture tools such as Enterprise Architect.
  • Experience in developing Service Oriented Architectures and implementing them
  • At least 2 years of lead experience
PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Development Lifecycle: Agile methodologist
  • Experience in deploying systems that are subject to regulatory requirements in the biomedical domain, including those that are subject to 21 CFR Part 11, HIPAA, FISMA, Section 508 of the Rehabilitation Act, and OMB Memorandum M-060-16 is desired.
