PROGRAM DESCRIPTION
The Laboratory Animal Sciences Program (LASP) provides exceptional quality animal care and technical support services for animal research performed at the National Cancer Institute at the Frederick National Laboratory for Cancer Research. LASP executes this mission by providing a broad spectrum of state-of-the-art technologies and services that are focused on the design, generation, characterization and application of genetically engineered and biological animal models of human disease, which are aimed at the development of targeted diagnostics and therapies. LASP contributes to advancing human health, developing new treatments, and improving existing treatments for cancer and other diseases while ensuring safe and humane treatment of animals.
JOB DESCRIPTION
The Sr. Technical Operations Manager is responsible for managing a large animal holding facility that supports a variety of research programs and projects. Duties include: 1) supervising the work of others in a specialized technical area, 2) selecting and training animal care and technical personnel, 3) performing a wide range of administrative functions including procurement, personnel recruitment, space allocation, and budgetary control, 4) independently administering a project or group of projects, 5) reviewing subordinates’ work for accuracy and correct technical procedures, 6) evaluating employee conduct and performance, 7) preparing work schedules to meet project requirements, 8) preparing cost data for renewals and proposals, 9) monitoring labor budgets and material and supplies budgets, 10) detailed and accurate record keeping to meet USDA and ACUC regulations and 11) performing complex technical operations or procedures.
Work schedule may include weekend and holiday hours.
Qualifications:
BASIC QUALIFICATIONS
Possession of a Bachelor's degree from an accredited college/ university according to the Council for Higher Education Accreditation (CHEA) with course work related to biomedical research or four (4) years related experience in lieu of degree
Foreign degrees must be evaluated for U.S. equivalency
A minimum of six (6) years of progressively responsible technical or technically related administrative experience involving contract or program administration, one (1) of which must have been at the level of the classification of Manager, Technical Operations
Extensive experience working with laboratory animals, and/or performing related technical manipulations required for the maintenance of laboratory animals
Supervise and train lower level personnel including coordinate and prepare work schedules
Ability to lift and carry up to 50 lbs. and wear personal protective equipment
Individual must have ability to keep detailed and accurate computer records and utilize Microsoft Office software (Outlook, Word & Excel)
Knowledge of policies and regulations governing care and use of research animals
PREFERRED QUALIFICATIONS
Strong organizational, observational, communication and computer/data entry skills.
Ability to work both independently and in a team environment.
