Job Description:
Duties Description: The Research Scientist 5 (RS5) will serve as the Director of the Division of Epidemiology’s Statistical Unit and will provide administrative and technical management of the Statistical Unit, including supervision of research scientists, epidemiology staff and system programmers, and will be responsible for the day-to-day operations and oversight of several DOH mission critical communicable disease surveillance systems that are used for communicable disease case management, investigations, identifying possible outbreaks, and first alert notification for situational awareness. The RS5 will oversee the design, development, implementation, maintenance, enhancement and training related to these surveillance systems; oversee data quality, data analysis and data exchange related to all aspects of electronic surveillance data for over 60 reportable communicable diseases; respond to emergency communicable disease events to ensure statewide compliance with reporting and tracking for reportable and emerging disease threats; coordinate data use requests from internal and external stakeholders; contribute to policy development and scientific knowledge through the oversight, development and execution of a variety of original scientific research studies, which result in publications in peer reviewed journals, technical guidance documents, presentations, educational materials, and posting on the DOH website; and represent DOH in state and national workgroups. Minimum Qualifications: Master’s Degree in Epidemiology, Bioinformatics, Biometrics, Biostatistics/Statistics or a related field and five years of professional research experience; or a Doctorate in the mentioned degrees and three years of such experience. Preferred Qualifications: In addition to the above requirements, preferred candidates will have: a PhD in Epidemiology, Bioinformatics or Biostatistics from a US accredited college or university; two or more years of experience in an administrative management or leadership role; seven or more years of progressively responsible professional work experience related to the oversight of several large, multi-faceted electronic disease surveillance systems; experience in public health and with state and federal government management processes; Epidemiology experience at the state or county level. Experience in strategic planning, managing multiple priorities, conducting communicable disease case/outbreak and infection control surveillance and research studies. Expertise with statistical software, such as SAS, and Microsoft Access, Excel and PowerPoint. Expertise working with and integrating large data sets and the management, analysis and interpretation of communicable disease data; excellent organizational, written and oral communication skills, including both public speaking and preparation of written materials such as reports, abstracts for presentations, and scientific publications; experience supervising professional level staff and providing technical guidance to healthcare facilities and laboratories. Additional Comments Permanent, full-time, non-competitive appointment. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required.
