The University of Colorado Denver (CU Denver) Office of Information Technology ( OIT ) Research and Shared Services Division ( RSS ) is seeking a full-time, University Staff (unclassified) Program Manager to provide management and oversight of individual RSS projects, as well as act as the primary responsible party for large scale, key OIT programs which RSS supports. The Office of Information Technology works to advance the University mission by providing innovative technology solutions and services to the CU Denver | Anschutz Medical Campuses, their constituents and partners. RSS’s technology services provide researchers, faculty and the campus a robust offering of cutting edge systems and services, including application and database design and development, service and server hosting, managed services and consulting in technology.

The Program Manager will directly supervise a team in RSS that is responsible for managing individual project requests (from business analysis to writing project proposals to project management and completion) and managing more large scale, high profile programs. The programs that this position will initially be responsible to support are COMPASS , the new Bioinformatics and Personalized Medicine (BiPM) High Performance Computing ( HPC ) environment, and OnCore. It is the Program Manager’s responsibility to ensure that a high quality service is provided and technical solutions are delivered to RSS clients in a timely fashion. The Program Manager must have technical knowledge in a broad array of technologies, extensive IT project management, IT business analyst, business management skills and experience to deliver results. Customer service must be a demonstrated priority throughout their career and they must be a determined leader capable of motivating the team to deliver in a high paced, high demand environment.

The Program Manager will be a critical resource to the director of RSS , OIT , and to the university as a whole. This position will provide input into the overall strategy of support for researchers, as well as support for shared services within OIT . The position holder will be responsible for the project operations of the Development and Informatics Service Center, which develops advanced technology solutions for researchers at the University of Colorado Denver | Anschutz Medical campus and further coordinates all research support services within OIT . This position will perform a key role in the success of the RSS group and will drive the value generated to the university by delivering solutions on projects and programs at all levels of the organization. The Program Manager will be responsible for ensuring the financial stability of the group and building long term sustainability through their leadership on the RSS team, their interactions with other OIT divisions, and their support of the university’s mission, vision, and values.

Salary and Benefits:
The hiring salary range for this position has been established as $53,334 – $70,000 and is commensurate with skills and experience.

Examples of Work Performed
• Serve as an OIT primary point of contact to the larger programs that RSS supports.
• Manage a team in RSS focused on project and program management, coordinating work, conducting performance evaluations, and developing performance management plans for direct reports
• Oversee the RSS division budget and resources to deliver results in an efficient manner
• Oversee the DISC’s revenue generation, providing tracking, reporting, and management of fee for service revenue streams
• Coordinate with the respective development and system team leads / managers to facilitate efficient group operation
• Provide guidance, training, and assistance to respective team members.
• Provide project management for large scale and high profile IT projects both with the DISC and OIT ensuring on time, on budget, and on target delivery.
• Provide IT program management for large scale and high profile enterprise RSS programs, acting as the primary for all OIT functions supporting these programs.
• Provide IT business analysis services for high profile or complex needs across the university.
• Maintains interpersonal relationships with other UC Denver schools, centers and departments as well as OIT supervisors, subordinates and co-workers to ensure that our stakeholder’s needs are met and quality service is delivered.
• Fosters teamwork, communications, and camaraderie within RSS and OIT .
• Develops and implements policies and administrative procedures and evaluates their efficiency and effectiveness.
• Periodic after-hours support will be required for scheduled/unscheduled outages (i.e. patches, upgrades, etc.) though telecommuting is typically feasible.

Minimum Qualifications
MINIMUM QUALIFICATIONS
• Graduation from an accredited college or university with a bachelor’s degree in Computer Information Systems, Computer Science, or a related field.

Substitution: A combination of related work experience in the areas listed above may be substituted on a year-for-year basis for the bachelor’s degree. The other minimum requirements listed below can overlap with this experience.

• Minimum of 3 years of project management experience in a technology focused role.
• Minimum of 1 year of business analyst experience in a technology focused role.
• Minimum of 1 year of supervision experience with direct reports.
• Experience with financial analysis, budget analysis and management concepts.

• Excellent communication abilities across all levels of an organization and varieties of technical expertise is an absolute must

Desired Qualifications
PREFERRED QUALIFICATIONS
• Experience working in a higher education environment.
• Experience with university based research projects.
• CAPM or PMP certification.
• Familiarity and experience with Agile/ SCRUM software development methodologies.
• Experience with Microsoft development projects and platforms (Microsoft Server, . NET 3.5 or higher, ASP . NET , C#, IIS , SQL Server, etc.)
• Experience with open source development and platforms (Linux, PHP , Ruby, Apache, MySQL, etc.)
