Job Description:
This position is located in the Division of Bioinformatics and Biostatistics (DBB), Office of Research, National Center for Toxicological Research, U.S. Food and Drug Administration. The FDA is responsible for protecting the public health by assuring the safety, efficacy and security of human and veterinary drugs, biological products, medical devices, our nation's food supply, cosmetics, and products that emit radiation. The duty station of this position is Jefferson, Arkansas.

Additional selections may be made within the same geographical area FDA-wide.

Responsibilities:

  • Serve as the architect of a modern scientific databases and database management tools.
  • Develop standards and guidelines for the creation and integration of scientific databases; modify existing relational and transactional databases and perform testing.
  • The incumbent will utilize a variety of coordinating, coaching, facilitating, consensus-building and planning techniques.
  • Prepare project files and relevant background documents and make available policies, procedures and written instructions.
  • Serve as a Center or Agency representative and present findings and deliver briefings.
  • Other duties as assigned.

Qualifications: In order to qualify for the Lead Computer Scientist, 1550, at GS-14, you must meet Time-in-Grade requirements by 03/30/2018.

Basic Education Requirement:

In addition to meeting Time In Grade requirements stated above, applicant must meet both the Basic Education Requirement and Specialized Experience as follows:

Must have completed a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (Transcripts must be submitted at time of application. Course by course evaluation for foreign education must be submitted at time of application to be considered for this position)

AND

Specialized Experience: Applicants must possess one year of specialized experience equivalent to at least the next lower grade of GS 13 or equivalent band level of responsibility in the Federal service: Analyzing business issues, and requirements and create project proposals and recommendations to management to ensure the integrity, availability and security of databases; lead the planning of scientific database projects and implementations using standard as well as novel scientific computing and relational and transactional databases; and maintain and further develop the modern database infrastructure within the Center or Agency including Oracle and Adabas platforms and tools.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
