Job Description:
Tufts CTSI is seeking a Sr. Systems Project Manager to execute complex software development initiatives and guide the Tufts CTSI informatics team to define, develop, implement, and support solutions and users. He or she will work closely with Tufts CTSI resource and service managers and directors as well as researchers at our partner organizations to develop product architecture, data standards, ensure data quality, provide analytical support, and respond to diverse inquiries. Strong communication and leadership skills, and a strong technical background, are required. RESPONSIBILITIES: -Leads the design of new Tufts CTSI IT applications, systems, and solutions for internal and external, single and multi-institution environments from conception to sunset as internal and external business, research, and regulatory requirements evolve. -Evaluates options and develops technical design; develops technical summaries, proof of concept prototypes covering infrastructure design, operational instructions, and end-user learning products. -Maintains systems and documentation, leads migration planning, coordination, execution, and oversight across IT systems. -Plans and monitors unit testing, implementation, and production release of projects. -Develops automation of operational procedures and tasks for internal and external collaborative teams. -This may include optimization of database-driven reporting, access, and tasks to improve the quality and speed of delivery of products to internal and external customers. -Conducts proactive performance audits. Identifies opportunities and implements solutions to enhance existing database systems and infrastructure. Creates and executes action plans. -Assists with meetings and presentations for technical and non-technical staff, including senior management. -Meets with business clients to help drive the analysis and design of software systems; helps shape system requirements, and develops documents that reflect the requirements. -Effectively manages multiple projects concurrently with minimum oversight, adapts easily to new technologies, teams, and resources. -Guides and trains the Tufts CTSI Informatics team. -Performs other job-related duties as requested or required. REQUIREMENTS: -Bachelor's degree in Computer science, bioinformatics, and any related field required; master's degree preferred. -10+ years professional business/research/healthcare systems/technology experience. -Strong technical programming skills demonstrated through prior health care IT experience. -Strong communications skills and the ability to interact with technical and non-technical personnel. -Demonstrated ability to work independently and with dynamic teams. -Demonstrated analytical and problem-solving skills, with examples of analysis, design, and development of proposed solutions. -Results-oriented individual with strong influencing, problem solving, consensus-building and negotiation skills. -Strong time management and multi-tasking skills. Ability to handle changes in business requirements and set priorities across multiple projects. -Skilled in the use of modeling such as use case scenarios, UML, and other requirements development and communication tools/methodologies. -Resilient and resourceful in striving to resolve complex problems. -Experience within health care industry required; experience with health care research data preferred. -Experience in data migration between systems and workflows. Specific skills and experience in the following areas are preferred: -Java, Spring, Hibernate, JBOSS and Apache web server -AngularJS, JavaScript, HTML5, CSS -.NET stack (C#, SQL Server, IIS) -Strong experience in XML data files creation and manipulation -Experience is required in software development using object-oriented language, database connectivity and user interface design, in research and commercial database management systems -Experience developing and maintaining large-scale ETL processes, ETL tools, ideally within a biomedical environment -Natural Language Processing and data mining techniques, human-computer interaction concepts -Familiarity with i2b2, SHRINE, PCORNet, OMOP, PubMedNet, Mini-Sentinel concepts HL7, FHIR interface knowledge -The successful candidate must be comfortable using Windows- and Linux-based operating systems.
